First you need to open up a new canvas seized 36x36 or make it smaller or bigger whichever you prefer. Make it all black and then define your brush.
Now select your brush and make a new layer on top of where you want to add the glitter. I have a German version of Photoshop but everything should be in the same spot.
Then you can add styles, shadows etc. You can achieve this result with any brush.
